ANALISIS IMPLEMENTASI PROGRAM KESELAMATAN DAN KESEHATAN KERJA (K3) DI DINAS KESEHATAN KOTA AMBON TAHUN 2025

Occupational Safety and Health (OSH) is an essential component of health organization management because workplaces present various hazards that may affect safety, health, productivity, and service quality. However, studies on OSH implementation at the health office level remain limited compared with those conducted in hospitals and primary health centers. This study aimed to analyze the implementation of the OSH Program at the Ambon City Health Office in 2025 based on communication, resources, disposition, and bureaucratic structure according to George C. Edward III's policy implementation theory. This qualitative study employed a case study design conducted from February to March 2026. Seventeen informants were purposively selected, consisting of organizational leaders, structural officials, program coordinators, and staff. Data were collected through in-depth interviews, observations, and document reviews, then analyzed thematically using the Miles, Huberman, and Saldaña model. Data trustworthiness was ensured through triangulation, member checking, dependability, and confirmability. The results showed that the OSH Program was generally implemented well. Communication was supported by coordination meetings, socialization, briefings, supervision, and evaluation, although consistency across units needs strengthening. Resources were available, but technical competence, continuous training, and several safety facilities require improvement. Disposition reflected good commitment to and acceptance of the policy, although safety culture had not been fully internalized. The bureaucratic structure was supported by SOPs and task allocation; however, the absence of a formally authorized OSH Team resulted in fragmented coordination and monitoring. OSH implementation therefore requires stronger communication, human resource capacity, OSH institutionalization, monitoring and evaluation, and integration of safety culture into organizational planning.
ABSTRAK
Keselamatan dan Kesehatan Kerja (K3) merupakan bagian penting dalam penyelenggaraan organisasi kesehatan karena lingkungan kerja memiliki berbagai potensi bahaya yang dapat memengaruhi keselamatan, kesehatan, produktivitas, dan kualitas pelayanan. Namun, kajian mengenai implementasi K3 pada tingkat dinas kesehatan masih terbatas dibandingkan dengan rumah sakit dan puskesmas. Penelitian ini bertujuan menganalisis implementasi Program K3 di Dinas Kesehatan Kota Ambon Tahun 2025 berdasarkan aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi menurut teori George C. Edward III. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus yang dilaksanakan pada Februari–Maret 2026. Sebanyak 17 informan dipilih secara purposive, terdiri atas pimpinan, pejabat struktural, penanggung jawab program, dan staf. Data diperoleh melalui wawancara mendalam, observasi, dan telaah dokumen, kemudian dianalisis secara tematik menggunakan model Miles, Huberman, dan Saldaña. Keabsahan data dilakukan melalui triangulasi, member checking, dependability, dan confirmability. Hasil penelitian menunjukkan bahwa implementasi Program K3 secara umum telah berjalan cukup baik. Komunikasi telah didukung rapat koordinasi, sosialisasi, briefing, supervisi, dan evaluasi, tetapi konsistensi antarunit masih perlu diperkuat. Sumber daya telah tersedia, namun kompetensi teknis, pelatihan berkelanjutan, dan beberapa fasilitas keselamatan masih perlu ditingkatkan. Disposisi menunjukkan komitmen dan penerimaan kebijakan yang baik, tetapi budaya keselamatan belum sepenuhnya terinternalisasi. Struktur birokrasi telah didukung SOP dan pembagian tugas, tetapi belum terdapat Tim K3 dengan kewenangan formal sehingga koordinasi dan monitoring masih terfragmentasi. Implementasi K3 perlu diperkuat melalui peningkatan komunikasi, kapasitas SDM, kelembagaan K3, monitoring dan evaluasi, serta integrasi budaya keselamatan dalam perencanaan organisasi.
