ANALISIS DETERMINAN KEPATUHAN TENAGA KESEHATAN DALAM PENERAPAN PROSEDUR MANAJEMEN TERPADU BALITA SAKIT (MTBS) DI BLUD PUSKESMAS TIMIKA JAYA KABUPATEN MIMIKA PROVINSI PAPUA TENGAH

The Integrated Management of Childhood Illness (IMCI) is a child healthcare strategy designed to improve the comprehensive quality of case management for sick children under five at primary healthcare facilities, yet its success largely depends on healthcare workers' compliance with the established procedural guidelines. This study aimed to analyze the determinants of healthcare workers' compliance with the implementation of IMCI procedures at Timika Jaya Community Health Center, Mimika Regency, Central Papua Province. This study employed a quantitative analytical observational design with a cross-sectional approach, involving 37 healthcare workers providing services to sick children under five within the health center's working area, selected through total sampling. Data were collected using questionnaires and observation checklists, then analyzed using the Chi-Square test and multiple binary logistic regression. The findings showed that knowledge, attitude, IMCI training, and workload were not significantly associated with healthcare workers' compliance, whereas supervisory support and the availability of supporting facilities were significantly associated and emerged as the most dominant factors influencing compliance, with supervisory support being the strongest predictor. This study concludes that healthcare workers' compliance in implementing IMCI is more strongly influenced by organizational factors than by individual factors, indicating that strengthening routine supervision systems and ensuring adequate supporting facilities should be prioritized to improve the quality of IMCI services in resource-limited settings.
ABSTRAK
Manajemen Terpadu Balita Sakit (MTBS) merupakan strategi pelayanan kesehatan anak yang bertujuan meningkatkan mutu tata laksana balita sakit secara komprehensif di fasilitas kesehatan tingkat pertama, namun keberhasilannya sangat bergantung pada kepatuhan tenaga kesehatan dalam menjalankan prosedur sesuai pedoman. Penelitian ini bertujuan menganalisis determinan kepatuhan tenaga kesehatan dalam penerapan prosedur MTBS di BLUD Puskesmas Timika Jaya, Kabupaten Mimika, Provinsi Papua Tengah. Penelitian menggunakan desain kuantitatif observasional analitik dengan pendekatan cross sectional, melibatkan 37 tenaga kesehatan yang memberikan pelayanan kepada balita sakit di wilayah kerja puskesmas tersebut, dipilih menggunakan teknik total sampling. Data dikumpulkan melalui kuesioner dan lembar observasi, kemudian dianalisis menggunakan uji Chi-Square dan regresi logistik biner berganda. Hasil penelitian menunjukkan bahwa pengetahuan, sikap, pelatihan MTBS, dan beban kerja tidak berhubungan secara bermakna dengan kepatuhan tenaga kesehatan, sedangkan supervisi pimpinan dan ketersediaan sarana pendukung terbukti berhubungan signifikan serta menjadi faktor paling dominan dalam memengaruhi kepatuhan, dengan supervisi pimpinan sebagai prediktor terkuat. Penelitian ini menyimpulkan bahwa kepatuhan tenaga kesehatan dalam penerapan MTBS lebih dipengaruhi oleh faktor organisasi dibandingkan faktor individual, sehingga penguatan sistem supervisi rutin dan pemenuhan sarana pendukung pelayanan perlu menjadi prioritas untuk meningkatkan kualitas pelayanan MTBS di wilayah dengan keterbatasan sumber daya.
