Abstract

ABSTRACT

Public data management in West Seram Regency continues to face challenges related to data fragmentation, limited access to information, and low community involvement in the management of development information. These conditions have prevented public data from fully functioning as a transparent and participatory communication medium. This study aims to analyze the implementation of participatory communication strengthening in the development of a map-based one-data system as a more inclusive public communication medium. The study employed a qualitative approach using a participatory action research (PAR) design through the stages of problem identification, planning, implementation, and evaluation. Data were collected through participatory observation, in-depth interviews, focus group discussions (FGD), and collaborative mapping practices involving local communities and regional government officials. The data were analyzed thematically to identify communication patterns, forms of community participation, and changes in public information management following the intervention. The findings indicate that the participatory communication approach increased community involvement in data collection and validation, produced more contextual information, and strengthened public information transparency through digital map visualization. The map-based one-data system also enabled the public to understand regional conditions more openly and accessibly. This study concludes that the integration of participatory communication and digital mapping technology not only improves the quality of public data governance but also fosters a more collaborative, adaptive, and sustainable communication ecosystem at the local level.

Pengelolaan data publik di Kabupaten Seram Bagian Barat masih menghadapi persoalan fragmentasi data, keterbatasan akses informasi, dan rendahnya keterlibatan masyarakat dalam proses pengelolaan informasi pembangunan. Kondisi tersebut menyebabkan data publik belum sepenuhnya berfungsi sebagai media komunikasi yang transparan dan partisipatif. Penelitian ini bertujuan menganalisis implementasi penguatan komunikasi partisipatif dalam pembangunan sistem satu data berbasis peta sebagai medium komunikasi publik yang lebih inklusif. Penelitian menggunakan pendekatan kualitatif dengan desain participatory action research (PAR) melalui tahapan identifikasi masalah, perencanaan, implementasi, dan evaluasi. Pengumpulan data dilakukan melalui observasi partisipatif, wawancara mendalam, focus group discussion (FGD), serta praktik pemetaan bersama masyarakat dan aparatur daerah. Data dianalisis secara tematik untuk mengidentifikasi pola komunikasi, bentuk partisipasi masyarakat, dan perubahan pengelolaan informasi publik setelah intervensi dilakukan. Hasil penelitian menunjukkan bahwa pendekatan komunikasi partisipatif mampu meningkatkan keterlibatan masyarakat dalam pengumpulan dan validasi data, menghasilkan informasi yang lebih kontekstual, serta memperkuat transparansi informasi publik melalui visualisasi peta digital. Sistem satu data berbasis peta juga mempermudah masyarakat memahami kondisi wilayah secara lebih terbuka dan mudah diakses. Penelitian ini menyimpulkan bahwa integrasi komunikasi partisipatif dan teknologi pemetaan digital tidak hanya meningkatkan kualitas tata kelola data publik, tetapi juga membentuk ekosistem komunikasi yang lebih kolaboratif, adaptif, dan berkelanjutan di tingkat lokal.
