STRATEGI KOMUNIKASI DIGITAL ADMIN FACEBOOK DESA ADAT SELAT DALAM PEMANFAATAN MEDIA SOSIAL SEBAGAI INFORMASI PUBLIK

ABSTRACT
The use of social media in public communication provides customary villages with opportunities to disseminate information more broadly, although its management may be constrained by limited resources and community participation. This study focuses on the digital communication strategy implemented through Facebook in Selat Pandan Banten Customary Village, Sukasada District, Buleleng Regency, with particular attention to management strategies, constraints, and implications for public information dissemination. A descriptive qualitative approach with a case study design was employed. Data were obtained through non-participant observation, semi-structured interviews, and documentation, and were analyzed through data reduction, thematic categorization, data presentation, and conclusion drawing and verification. Lasswell’s perspective was used to examine the elements of communication strategy, Rogers’ Diffusion of Innovations to understand the adoption of digital communication, and the Stimulus-Organism-Response (S-O-R) framework to interpret community responses. The findings indicate that communication management relies on audience identification, message development, Facebook selection, and the role of the administrator as the sole communicator. Although this approach facilitates information reach, it remains constrained by limited human resources, inconsistent content publication, differences in digital literacy, and uneven community participation. Facebook contributes to easier access to information and supports greater openness in customary village communication. Strengthening institutional capacity and developing more sustainable social media management are therefore needed to enhance public communication functions.
ABSTRAK
Pemanfaatan media sosial dalam komunikasi publik membuka peluang bagi desa adat untuk menyampaikan informasi secara lebih luas, tetapi pengelolaannya dapat menghadapi keterbatasan sumber daya dan partisipasi masyarakat. Penelitian ini berfokus pada strategi komunikasi digital melalui Facebook di Desa Adat Selat Pandan Banten, Kecamatan Sukasada, Kabupaten Buleleng, dengan perhatian pada strategi pengelolaan, kendala, dan implikasinya terhadap penyampaian informasi publik. Penelitian menggunakan pendekatan kualitatif deskriptif dengan studi kasus. Data diperoleh melalui observasi non-partisipan, wawancara semi-terstruktur, dan dokumentasi, kemudian dianalisis melalui reduksi data, pengelompokan tematik, penyajian data, serta penarikan dan verifikasi kesimpulan. Perspektif Lasswell digunakan untuk membaca unsur strategi komunikasi, Difusi Inovasi Rogers untuk memahami penerimaan komunikasi digital, dan S-O-R untuk menafsirkan respons masyarakat. Temuan memperlihatkan bahwa pengelolaan komunikasi bertumpu pada penentuan audiens, penyusunan pesan, pemilihan Facebook, dan peran admin sebagai komunikator tunggal. Praktiknya terbantu oleh kemudahan jangkauan informasi, tetapi dibatasi keterbatasan sumber daya manusia, publikasi yang belum konsisten, perbedaan literasi digital, dan partisipasi masyarakat yang belum merata. Facebook berkontribusi dalam mempermudah akses informasi dan mendukung keterbukaan komunikasi desa adat. Penguatan kelembagaan dan pengelolaan media sosial yang lebih berkelanjutan diperlukan agar fungsi komunikasi publik dapat berkembang secara optimal.
