OPTIMALISASI MANAJEMEN LAYANAN PENDIDIKAN DALAM MENINGKATKAN MUTU LULUSAN DI ERA KONTEMPORER: SEBUAH TINJAUAN SISTEMATIS

Abstract

The quality of education graduates is greatly influenced by the effectiveness of educational service management implemented in educational units. Technological developments, demands for 21st century competencies, and the implementation of the Independent Learning policy require educational institutions to optimize educational services in an adaptive, collaborative and digital-based manner. However, in practice various problems are still found, such as gaps in the quality of educational services, limited competence of educators, low integration of technology in learning, and inadequate management of infrastructure and educational administration systems. This research aims to analyze the optimization of education service management in improving the quality of graduates through four main aspects, namely curriculum and learning management, student management, management of educators and education personnel, as well as management of educational infrastructure and finance. The research uses a qualitative approach with the Systematic Literature Review (SLR) method. Data was obtained through searches for scientific articles on Google Scholar, DOAJ, and SINTA indexed national journals published in 2021–2026. Data analysis was carried out using content analysis techniques to identify themes, patterns and relationships between research findings. The research results show that optimizing integrated education service management is able to improve the quality of learning, the effectiveness of school services, the competence of educators, the transparency of digital-based education management, and supports continuous improvement in the quality of graduates. Thus, adaptive and technology-based education service management is an important strategy in facing educational challenges in the contemporary era.

ABSTRAK

Mutu lulusan pendidikan sangat dipengaruhi oleh efektivitas manajemen layanan pendidikan yang diterapkan pada satuan pendidikan. Perkembangan teknologi, tuntutan kompetensi abad ke-21, serta implementasi kebijakan Merdeka Belajar menuntut lembaga pendidikan untuk melakukan optimalisasi layanan pendidikan secara adaptif, kolaboratif, dan berbasis digital. Namun, dalam praktiknya masih ditemukan berbagai permasalahan, seperti kesenjangan kualitas layanan pendidikan, keterbatasan kompetensi pendidik, rendahnya integrasi teknologi dalam pembelajaran, serta belum optimalnya pengelolaan sarana prasarana dan sistem administrasi pendidikan. Penelitian ini bertujuan untuk menganalisis optimalisasi manajemen layanan pendidikan dalam meningkatkan mutu lulusan melalui empat aspek utama, yaitu manajemen kurikulum dan pembelajaran, manajemen peserta didik, manajemen pendidik dan tenaga kependidikan, serta manajemen sarana prasarana dan keuangan pendidikan. Penelitian menggunakan pendekatan kualitatif dengan metode Systematic Literature Review (SLR). Data diperoleh melalui penelusuran artikel ilmiah pada Google Scholar, DOAJ, dan jurnal nasional terindeks SINTA yang dipublikasikan pada tahun 2021–2026. Analisis data dilakukan menggunakan teknik analisis konten untuk mengidentifikasi tema, pola, dan keterkaitan antar temuan penelitian. Hasil penelitian menunjukkan bahwa optimalisasi manajemen layanan pendidikan secara terintegrasi mampu meningkatkan kualitas pembelajaran, efektivitas layanan sekolah, kompetensi pendidik, transparansi pengelolaan pendidikan berbasis digital, serta mendukung peningkatan mutu lulusan secara berkelanjutan. Dengan demikian, manajemen layanan pendidikan yang adaptif dan berbasis teknologi menjadi strategi penting dalam menghadapi tantangan pendidikan di era kontemporer.
