GAMBARAN TINGKAT PENGETAHUAN PETUGAS REKAM MEDIS DALAM IMPLEMENTASI REKAM MEDIS ELEKTRONIK DI RSD GUNUNG JATI CIREBON

ABSTRACT
Electronic Medical Record (EMR) implementation is mandatory for all healthcare facilities in Indonesia under Minister of Health Regulation No. 24 of 2022 to improve the quality of healthcare services, security, and the effectiveness of patient data management. The successful implementation of EMR is influenced by the knowledge level of medical record officers as the primary users of the system. This study aimed to describe the knowledge level of medical record officers regarding EMR implementation at Gunung Jati Regional Hospital, Cirebon. A descriptive study with a cross-sectional approach was conducted involving all 57 medical record officers selected using total sampling. Data were collected using a standardized questionnaire that had been tested for validity and reliability and were analyzed using univariate analysis. The results showed that 75.4% of medical record officers had a good overall level of EMR knowledge. At the aspect level, 82.5% had good knowledge of the EMR definition, 80.7% had good knowledge of EMR content, and 61.4% had good knowledge of EMR implementation, while 35.1% remained in the moderate category for the implementation aspect. These findings indicate that although the overall knowledge level was good, practical and operational knowledge related to EMR implementation remained the main area requiring improvement. In conclusion, medical record officers at Gunung Jati Regional Hospital generally demonstrated good EMR knowledge; however, regular and application-oriented technical training is needed to strengthen their operational competencies and support the optimization of digital healthcare transformation.
ABSTRAK
Implementasi Rekam Medis Elektronik (RME) menjadi kewajiban seluruh fasilitas pelayanan kesehatan di Indonesia sesuai dengan Permenkes Nomor 24 Tahun 2022 untuk meningkatkan mutu layanan, keamanan, dan efektivitas pengelolaan data pasien. Keberhasilan penerapan RME dipengaruhi oleh tingkat pengetahuan petugas rekam medis sebagai salah satu pengguna utama sistem. Penelitian ini bertujuan untuk menggambarkan tingkat pengetahuan petugas rekam medis dalam implementasi RME di Rumah Sakit Daerah Gunung Jati Cirebon. Penelitian ini menggunakan desain deskriptif dengan pendekatan cross-sectional. Populasi penelitian meliputi seluruh petugas rekam medis di RSD Gunung Jati Cirebon dengan teknik total sampling, yaitu sebanyak 57 responden. Data dikumpulkan menggunakan kuesioner yang telah diuji validitas dan reliabilitasnya, kemudian dianalisis secara univariat. Hasil penelitian menunjukkan bahwa sebagian besar petugas memiliki tingkat pengetahuan RME dalam kategori baik (75,4%). Berdasarkan aspek pengetahuan, kategori baik pada aspek definisi RME mencapai 82,5%, aspek isi RME sebesar 80,7%, sedangkan aspek implementasi RME sebesar 61,4%; pada aspek implementasi, 35,1% responden masih berada dalam kategori cukup. Temuan tersebut menunjukkan adanya kesenjangan antara pemahaman konseptual mengenai RME dan pemahaman operasional dalam penerapannya. Tingkat pengetahuan petugas secara umum tergolong baik, namun penguatan kompetensi teknis dan pelatihan yang berorientasi pada praktik implementasi RME diperlukan untuk mengurangi kesenjangan tersebut dan mendukung optimalisasi pengelolaan rekam medis elektronik.
