PERAN KOMPUTASI AWAN DALAM MENINGKATKAN EFISIENSI INFRASTRUKTUR TEKNOLOGI INFORMASI DI SEKTOR PUBLIK

ABSTRACT
This study aims to examine the role of cloud computing in improving the efficiency of information technology infrastructure in the public sector through the Systematic Literature Review (SLR) method. This study was conducted by reviewing 20 scientific articles and relevant reports published in the last five years (2020-2024). The results of the review show that cloud computing makes a significant contribution to the efficiency of ICT management in the government sector, especially in the form of operational cost savings, increased system flexibility, accelerated public services, and ease of infrastructure scalability. However, challenges such as data security, limited human resources, and organizational culture resistance are inhibiting factors that need attention. Based on these findings, it is recommended that the implementation of cloud computing in the public sector be carried out in stages, accompanied by regulatory support, HR training, and clear policy strategies in order to encourage the achievement of efficient, safe, and sustainable digital transformation.
ABSTRAK
Penelitian ini bertujuan untuk mengkaji peran komputasi awan (cloud computing) dalam meningkatkan efisiensi infrastruktur teknologi informasi di sektor publik melalui metode Systematic Literature Review (SLR). Studi ini dilakukan dengan menelaah 20 artikel ilmiah dan laporan relevan yang diterbitkan dalam kurun waktu lima tahun terakhir (2020–2024). Hasil tinjauan menunjukkan bahwa komputasi awan memberikan kontribusi signifikan dalam efisiensi pengelolaan TIK di sektor pemerintahan, terutama dalam bentuk penghematan biaya operasional, peningkatan fleksibilitas sistem, percepatan layanan publik, serta kemudahan dalam skalabilitas infrastruktur. Namun demikian, tantangan seperti keamanan data, keterbatasan sumber daya manusia, serta resistensi budaya organisasi menjadi faktor penghambat yang perlu mendapat perhatian. Berdasarkan temuan tersebut, disarankan agar implementasi cloud computing di sektor publik dilakukan secara bertahap, disertai dukungan regulasi, pelatihan SDM, dan strategi kebijakan yang jelas agar dapat mendorong tercapainya transformasi digital yang efisien, aman, dan berkelanjutan.
