PENGEMBANGAN PROFESIONAL GURU DI SEKOLAH DASAR INDONESIA DALAM KONTEKS KEBIJAKAN NASIONAL

Teacher professional development in primary schools in Indonesia is a crucial component in the efforts to enhance educational quality. This research focuses on evaluating the effectiveness of the Continuing Professional Development (CPD) program whick aimed at enhancing pedagogical and professional competencies of teachers. The methodology used is qualitative research with a literature study approach involving data collection to understand and study theories from relevant literature. In addition, policy analysis and interviews with various stakeholders in the education sector. The results of this study show that the CPD policy significantly impacts teaching practices and teachers' learning experiences, though challenges in its implementation include resource limitations and systematic support. The implications for improving education quality are significant, with improvements in teaching abilities and teachers' adaptation to innovative learning methods. This study proposes that educational policies should focus more on high-quality training and collaborative approaches between teachers and local governments to ensure effective implementation of professional development programs.
ABSTRAK
Pengembangan profesional guru sekolah dasar di Indonesia merupakan komponen krusial dalam upaya peningkatan kualitas pendidikan. Fokus penelitian ini adalah mengevaluasi efektivitas Program Pengembangan Keprofesian Berkelanjutan (PKB) yang bertujuan meningkatkan kompetensi pedagogik dan profesional guru. Metodologi yang digunakan yaitu penelitian kualitatif dengan pendekatan studi literatur melibatkan pengumpulan data untuk memahami dan mempelajari teori-teori dari literatur yang relevan. Selain itu dilakukan juga analisis kebijakan dan wawancara dengan berbagai pemangku kepentingan di sektor pendidikan. Hasil penelitian ini menunjukkan bahwa kebijakan PKB memiliki dampak yang signifikan terhadap praktik pengajaran dan pengalaman belajar guru, meskipun terdapat tantangan dalam penerapannya yang mencakup keterbatasan sumber daya dan dukungan sistematis. Implikasinya terhadap peningkatan mutu pendidikan adalah signifikan, dengan peningkatan kemampuan mengajar dan adaptasi guru terhadap metode pembelajaran inovatif. Penelitian ini mengusulkan bahwa kebijakan pendidikan harus lebih menekankan pada pelatihan berkualitas tinggi dan pendekatan kolaboratif antara guru dan pemerintah daerah untuk memastikan implementasi yang efektif dari program pengembangan profesional.
