Participatory regional development requires the involvement of various civil society actors, including student organizations. Although numerous studies have examined the Indonesian Islamic Student Movement (Pergerakan Mahasiswa Islam Indonesia [PMII]) from the perspectives of cadre development, social movements, and political education, limited attention has been given to its role as a catalyst for regional development through social capital enhancement and participatory development. This study aims to analyze the role of PMII in Lubuklinggau City as a catalyst for regional development from the perspectives of social capital and participatory development. This study employed a qualitative approach with a descriptive research design. Data were collected through in-depth interviews, observations, and documentation involving PMII administrators, active members, and relevant stakeholders. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, consisting of data condensation, data display, and conclusion drawing. The findings indicate that PMII functions as a civil society actor that strengthens regional development by fostering social capital through building public trust, expanding collaborative networks, enhancing public participation, and developing human resource capacity. PMII also serves as a bridge between local communities and the regional government by facilitating communication, collaboration, and policy recommendations. The findings further suggest that PMII plays an important role in strengthening public social awareness and encouraging community participation in regional development, despite facing challenges related to limited organizational resources, funding, and cross-sector collaboration. The novelty of this study lies in positioning PMII as a catalyst for regional development through the integration of social capital and participatory development perspectives, thereby extending the conceptual understanding of the contribution of student organizations as civil society actors in regional development.
