Abstract

ABSTRACT

This study aims to examine the utilization of e-government in enhancing transparency and accountability in public services. Using a systematic literature review (SLR) method, this research collects and analyzes recent studies related to e-government implementation and its impact on information openness and government accountability to the public. The findings indicate that e-government plays a crucial role in increasing access to public service information, accelerating administrative processes, and encouraging active citizen participation in oversight. However, several challenges need to be addressed, such as the digital divide, infrastructure limitations, and bureaucratic cultural resistance. The study recommends improving human resource capacity, developing technological infrastructure, and supportive policies to maximize the benefits of e-government in public services. Therefore, e-government utilization can be a strategic instrument in realizing transparent and accountable governance.

ABSTRAK

Penelitian ini bertujuan untuk mengkaji pemanfaatan e-government dalam meningkatkan transparansi dan akuntabilitas pelayanan publik. Melalui metode systematic literature review (SLR), penelitian ini mengumpulkan dan menganalisis berbagai studi terbaru yang membahas implementasi e-government dan dampaknya terhadap keterbukaan informasi serta pertanggungjawaban pemerintah kepada masyarakat. Hasil penelitian menunjukkan bahwa e-government berperan penting dalam membuka akses informasi pelayanan publik, mempercepat proses administrasi, dan mendorong partisipasi aktif warga dalam pengawasan. Namun, terdapat sejumlah tantangan yang perlu diatasi, seperti kesenjangan digital, keterbatasan infrastruktur, serta resistensi budaya birokrasi. Studi ini merekomendasikan peningkatan kapasitas sumber daya manusia, pengembangan infrastruktur teknologi, dan kebijakan yang mendukung untuk memaksimalkan manfaat e-government dalam pelayanan publik. Dengan demikian, pemanfaatan e-government dapat menjadi instrumen strategis dalam mewujudkan pemerintahan yang transparan dan akuntabel.
