Abstract

This study aims to analyze the implementation of Blended Learning in the Level-1 Goods/Services Certification Examination at the Human Resources Development Agency (BPSDM) of the East Java Provincial Government. Using qualitative methods, this study was conducted from September to December 2024 involving 11 informants, consisting of test participants, instructors, and organizers. Data were collected through in-depth interviews, observations, and documentation studies, then analyzed using the Miles and Huberman model through the stages of data reduction, data presentation, and drawing conclusions. To ensure the validity of the data, source and method triangulation techniques were used. The results of the study indicate that Blended Learning implemented through synchronous, asynchronous, and face-to-face learning can increase the pass rate of participants. Flexibility in time and place provides comfort in learning, while face-to-face sessions help overcome gaps in understanding and provide more effective exam strategies. From a heutagogical perspective, the main factors that drive participant success are autonomy and motivation, with internal factors such as learning satisfaction and personal motivation playing a more dominant role than external factors. The effectiveness of Blended Learning is also influenced by individual motivation, learning quality, infrastructure, facilitators, and cooperation between participants. By optimizing these factors, the Blended Learning model can improve the quality and effectiveness of goods/services certification exams in government environments.

ABSTRAK
Penelitian ini bertujuan untuk menganalisis penerapan Blended Learning yang berbasis teori heutagogi Ujian Sertifikasi Barang/Jasa Level-1 di Badan Pengembangan Sumber Daya Manusia (BPSDM) Pemerintah Provinsi Jawa Timur. Menggunakan metode kualitatif, penelitian ini dilakukan dari September hingga Desember 2024 dengan melibatkan 11 informan, terdiri dari peserta ujian, instruktur, dan penyelenggara. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi, kemudian dianalisis menggunakan model Miles dan Huberman melalui tahap reduksi data, penyajian data, dan penarikan kesimpulan. Untuk memastikan keabsahan data, digunakan teknik triangulasi sumber. Hasil penelitian menunjukkan bahwa Blended Learning yang diterapkan melalui pembelajaran sinkronus, asinkronus, dan tatap muka mampu meningkatkan tingkat kelulusan peserta. Fleksibilitas waktu dan tempat memberikan kenyamanan dalam belajar, sementara sesi tatap muka membantu mengatasi kesenjangan pemahaman dan memberikan strategi ujian yang lebih efektif. Dalam perspektif heutagogi, faktor utama yang mendorong keberhasilan peserta adalah otonomi dan motivasi, dengan faktor internal seperti kepuasan belajar dan motivasi pribadi berperan lebih dominan dibanding faktor eksternal. Efektivitas Blended Learning juga dipengaruhi oleh motivasi individu, kualitas pembelajaran, infrastruktur, fasilitator, dan kerja sama antar peserta. Dengan optimalisasi faktor-faktor ini, model Blended Learning dapat meningkatkan kualitas dan efektivitas ujian sertifikasi barang/jasa di lingkungan pemerintah.
